Herndon's Town Hall was built in 1939 as a public works project for FDR's Work Projects Administration. The buildingMore once housed all of Herndon's town government offices and staff, including the town's jail cells, which are still in the basement and today are used as storage. Now the building serves as offices for the town and for community organizations. Offices include town attorney Richard Kaufman, Del. Tom Rust (R-86), the Council for the Arts of Herndon, Herndon Community Television and the Herndon branch of the Dulles Regional Chamber of Commerce.

The Mary Ingram Council Chambers is where Herndon's Town Council and Planning Commission meet for their public hearings.More Additionally, town events are held here and the chambers serves as the courtroom of the Herndon Police Department. The chambers is equipped with microphones, speakers, televisions and projector screens, as well as video cameras used to capture meetings for Herndon Community Television programs.
